There’s a good chance that you saw this Energy Tank in the open area of the Medical Bays – Ice Canyon while making your way down the level. Your psychic powers can reveal the psi-ledges, but you still need the Psychic Grapple ability from Flare Pool. Once you have it, use the grapple to swing across to the floating ledge. Just watch out because the winds from the turbines can buffet you around.
